케네디 미 보건복지부 장관, 또다시 의사들 맹 비난 “강압을 행사하고 있다”, “과학을 따르고 진실을 말해야 한다”… “구석구석을 뒤져서 바로잡겠다”

케네디 장관은 이날 “3만6천명 이상의 의사들이 어린이 예방 접종률에 따라 메디케어 환급금이 조정되었다”(More than 36,000 doctors had their Medicare reimbursements altered based upon childhood vaccination rates)면서 “이것은 의학이 아니라 강압이다”(That’s not medicine. That’s coercion)고 목소리를 높였다. 케네디는 “이는 비도덕적이며, 헌법적 민주주의 사회에서, 또는 아동 보호를 표방하는 시스템에서 절대 용납될 수 없다”고 단언했다. 그는 “의료 결정은 오직 한 가지, 환자의 안녕(The well-being of the patient)만을 기준으로 내려져야 하고 금전적 보너스나 정부 명령에 따라서는 안 된다”고 말했다.
케네디는 이어 “환자들은 의사로부터 부패하지 않은 정직한 조언을 받을 권리가 있다”며 “의사들은 처벌에 대한 두려움 없이 과학을 따르며 진실을 말할 자유를 누려야 한다”고 강조했다. 그는 “정부는 의료 시스템 구석구석을 샅샅이 뒤져 의학적 판단을 왜곡하는 숨겨진 유인책을 찾아내고 있다”고 밝혔다.

케네디의 이같은 주장에 대해 의료계에서 나오는 반론도 만만치 않다. 한 전문가는 케네디의 발언이 나온 페이지의 바로 밑에 실은 글에서 “로버트 F. 케네디 주니어의 주장은 부정확한 것으로 보인다”며 “메디케어는 소아 예방 접종을 보장하지 않으므로, 해당 비율과 보상금이 연동되지 않는다. 3만6천명이라는 수치를 확인해주는 출처도 없다.”고 반박했다.

메디케어와 소아 백신의 관련성 여부를 비롯해 케네디 발언의 신빙성을 놓고 논란이 일어날 것으로 보인다.

Hi, I’m Robert F Kennedy Jr.,your HHS Secretary.
Let me ask you something. Should doctors make decisions based upon what’s best for their patients or based upon what makes them the most money? It’s not a tough question, but we’ve inherited a healthcare system that constantly pushes doctors toward the latter. It rewards certain treatments,
not because they’re better for the patient, but because someone profits.
Take what happened during COVID. Hospitals were paid to report staff vaccination rates. Those numbers were fed into the National Healthcare Safety Network, then published on the CDC website to shame any hospital that refused to become an enforcer of federal vaccine mandates Today, I’m proud to announce we’ve eliminated that policy by repealing a dangerous Biden-era provision in the CMS inpatient payment rule-. And we’re not stopping there. We’re scanning every corner of the healthcare system for hidden incentives that corrupt medical judgment.
What we’re finding is alarming. Doctors are being paid to vaccinate, not to evaluate. They’re pressured to follow the money, not the science. It has no place in a constitutional democracy or in a system that claims to protect children Medical decisions should be made based upon one thing and one thing only: the well-being of the patient. Doctors deserve the freedom to use their training and to follow the science and speak the truth without fear of punishment. Doctors should be guided by medical judgment and their Hippocratic Oath,
not by financial incentives or government mandates.
That’s what this policy change is about, and it’s just the beginning.
